Crime City is a top-down crime empire sim where the whole becomes more than the sum of its parts: in co-op every player specialises in one branch of crime, and the syndicate only works if the branches work together.
The project is in pre-production, and the foundation is unusually solid for this stage: the city simulation runs completely headless, is covered by tests, and a balance harness plays every strategy archetype across a full year of in-game time on every change — so the economy is tuned continuously instead of being discovered broken in a playtest six months later.
